There is a simple answer to that very question: I have no idea. It's a complete bit of nonsense, and appears to be a basic element of the beliefs of the cult of $cientology. I really don't have the impetus to write a long spiel about it, because:

I'm tired
It's late
Having to spend time pouring over their writings and translate them for the sane would be a big waste of time
Someone else has already done it
