Message from the Zone Commissioner (April 22, 2002)

     Welcome to Zone 3 Website.  This site has been created to keep  Scouters in Central Newfoundland up to date on Scouting issues and what is going on within the Zone.  As with other organizations, Scouting within the Province of Newfoundland and Labrador is in the process of going through many changes.  
     At the Annual General Meeting of the Newfoundland and Labrador Provincial Council of Scouts Canada, held on November 3, 2001, changes were made to the administration of Scouting in this Province, to more effectively provide Scouting in Newfoundland and Labrador.  At this time, the Province was divided into 5 zones with a Zone Commissioner appointed for each  zone.  (See attached map of Newfoundland & Labrador Zones.)
     The changes that were made are very accurately described in an article by Lawson Dickson, published in the January 2002 Northeast Avalon Newsletter and so I am including this article on the Zone 3 Website.
 As the first Zone Commissioner for Zone 3, I am committed to making this new way of doing business work to our advantage. It is hoped that this website will help Scouters at all levels to get on with the business of providing the Scouting Program to the youth of Zone 3, the Central Region of this great province.  Naturally there will be growing pains, but if as Scouters, we all work together and help each other, we will succeed in keeping Scouting alive for decades to come.

Zone 1: Northeast Avalon  - Commissioner Lawson Dickson

Major Changes in the Structure of Scouting in Newfoundland and Labrador

    At the Annual General Meeting of the Newfoundland and Labrador Provincial Council of Scouts Canada, held on November 3, 2001, a major revision of the structure for the administration of Scouting in the province was approved.  The Council will now be known as the Newfoundland and Labrador Council. Another result of these changes is that a Board of Directors was constituted.  The board is responsible for ensuring that the duties set for Councils by Scouts Canada are carried out to the highest possible standard.
    This Board comprises; Everett Price (Council Commissioner), David Carroll (Deputy Commissioner - Youth), Andrea Cook (Deputy Commissioner - Program), David Alcock (Deputy Commissioner - Administration), Paul Hillyard (Council Executive Director), and five Zone Commissioners. They are Lawson Dickson (Zone 1-Eastern Avalon), Bill Callahan (Zone 2-Eastern Newfoundland), David Martin (Zone 3-Central Newfoundland), Sigrid Fitzpatrick (Zone 4- Western Newfoundland), and Richard Kelly (Zone 5-Labrador).  The Change to Zones means that servicing will be provided more efficiently.  The Zones have been formed by amalgamation of several Regions apart from the Labrador Zone.
    The Constituent Members of the Council will be comprised of the Board of Directors (Listed above) along with a Youth representative from each zone (total of 5), two members at large from each zone for each 1,500 registered Youth and Scouters in that service zone.
    Honorary Membership of Council will continue to be granted to individuals who do not hold membership in any other category but who have made significant contributions to scouting in the province and their continued association with the council has the potential to be beneficial.
    The amalgamation of the Northeast Avalon Region with the Ferryland-St. Mary's Region to form Zone 1 means that the new 1st Salmonier Group comprising their Beaver Colony and Cub Pack are now part of the Zone 1 family of Scout Groups.
    These changes will require the formal approval of the National Board of Management of Scouts Canada.
